Union Aid Abroad will direct the money to their Indonesian partner organisation, the Indonesian Forum for Environment, WALHI. WALHI is the largest forum of non-government and community-based organisations in Indonesia. It is represented in 25 provinces and has over 438 member organisations.

Union Aid Abroad - APHEDA assisted WALHI in Aceh, during the emergency phase, after the Tsunami on 26 December 2004 and now supports WALHI in Aceh, in community reconstruction.

WALHI is calling for urgent donations which will be immediately passed on to WALHI's Yogyakarta Earthquake Emergency Post. WALHI's network in Yogyakarta and Central and Eastern Java is mobilising to provide emergency assistance to victims of the earthquake.

National Executive-Indonesian Forum for Environment (WALHI) - Proposal for Relief Assistance for the Java Earthquake Disaster (Yogyakarta and surrounds)

Background

From the beginning of the incident, WALHI and its network in Central Java, Yogyakarta, and East Java has set up working groups to conduct rapid need assessment and open up posts to mobilize support from the public. Around 20 of WALHI Yogyakarta member organisation have been actively involved in rapid needs assessment of survivors in their respective areas, passing on the information to emergency relief posts and other relief parties to enable quick response.

Emergency and relief needs that has been identified so far are as follows:

For survivors (basic needs):
  • Logistics (quick-prepared and or instant food and non-food items, especially for women and children)
  • Water and Sanitation
  • Shelter (family tents, emergency clinic tents, blankets, and matress)
  • Medical support and supplies

For relief assistance and mobilization

  • Needs assessment and survey
  • Clearing house
  • Emergency medical assistance mobilization

In supporting the survivors, WALHI will adopt the principles of SPHERE (the Humanitarian Charter and Minimum Standards in Disasters Response), which is based on 2 core beliefs:

  • first, that all possible steps should be taken to alleviate human suffering arising of calamity, and
  • Second, that those affected by disaster have a right to live with dignity and therefore a right to assistance.

Objective of WAHI's support:

1. To provide accurate and timely information for support mobilization from the public.

2. To provide emergency relief to injured survivors by mobilising and providing medical support.

3. To provide basic needs; namely water and sanitation, medical support, logistics, and shelter for 1000 households (5000 people) for 1 month.

1. Conducting needs assessment and survey WALHI's network and volunteers will continue their activities on needs assessment and survey especially to areas that are lacking in access and support. Performing the function of a clearing house, data and information obtained from the assessments and surveys will be documented and shared with other emergency posts and the government so that support from other relief parties can be mobilized to those areas.

2. Supporting injured survivors with medical assistance WALHI's network, especially in other location (Jakarta, Central and East Java) will coordinate with hospitals and other organizations that can provide medicines and medical doctors to mobilize their resources to the most needed areas. WALHI's network will facilitate the mobilization and be the contact point that will direct the human resources and medicines to those areas (based on the needs assessment and survey).

3. Providing basic needs for survivors for 1000 household for 1 month WALHI will focus its basic needs support for 1000 households for 1 month. With the conservative estimated number of people within a household as 5 people, it means that WALHI will provide assisstance to at least 5000 survivors. The basic needs covers logictics (food and non-food items, especially for women and children), shelter (family tents, emergency clinic tents, blankets, and matress), water and sanitation (clean water), and medical assisstance.
