Vietnam Strategic Plan 2005-200829 March 2006Vietnam was one of the first countries to receive Union Aid Abroad-APHEDA’s support due to the enormous needs in the aftermath of the Vietnam War 1963-75 and the strong involvement of many Australian unions in the anti-war movement. For Vietnam, this was only one of many wars fought over the last century to win and maintain independence. From the late 1970s through to the late 1980s Vietnam suffered continuing embargoes by some western countries due to its role in halting the brutal rule of the Khmer Rouge in Cambodia. During this time international NGOs including Union Aid Abroad-APHEDA played an important role in assisting Vietnam and its people. The 1990s has seen a sustained period of reconstruction ("Doi Moi") and the replacement of a command economy by a market economy. Recent years have seen strong economic growth and investment but at the price of rising economic inequalities. Union Aid Abroad-APHEDA's Vietnam Program HistoryUnion Aid Abroad-APHEDA has worked in some of the poorest and most remote provinces in Vietnam since 1985. Projects have focused on education and training in health, teacher training, agriculture and forestry, vocational and technical skills, labour issues, OH&S, micro finance and capacity building. Between 1985 and 2005 Union Aid Abroad-APHEDA has supported over 50 projects in all regions of Vietnam. A focus has been on northern mountain provinces of Hoa Binh and Bac Kan as well as Hanoi and surrounding areas. Union Aid Abroad-APHEDA maintains an office in Hanoi to assist program development, monitoring and evaluation. Key Issues and Concerns
2001-2005: Vocational training for young people in mountainous areas of Bac Kan Province in the fields of mechanic, electronics, motorbike repair, carpentry and agro-forestry. Training for 1630 rural people in 7 districts and town of Bac Kan Province (Department of Labour, War Invalids & Social Affairs). Gender training 2004: Capacity building for female candidates standing for the People Council at 3 levels for the term of 2004-2009 in Hai Duong Province (Women's Union). Training for 100 female candidates. Occupational health & Safety and environmental protection for specific industries 2004: Training for 120 members of Trade Union at Provincial and District level from the North, Central regions and Hanoi. National research on OH&S situation in Small & Medium enterprises (Vietnam General Confederation of Labour). HIV/AIDS training for workers 2003: The project on Improving Knowledge on Hospitality and HIV/AIDS Prevention in Hai Duong Province in preparation for the South East Asia Games (Women's Union). Community health worker training and health care for women & children in selected provinces 2001-2003: Health Worker Training in Hoa Binh Province (Department of Health). Three month training courses for 240 village volunteer health workers of which 50% are women. 2001-2005: Health care for women & children in Bac Kan Province (Women's Union). 2,762 women and 988 children access health checks & health education, 144 health care workers and Women's Union officers trained in health care.
